Sustainable Development Strategy of the city of Olexandria until 2030 (2016)

Sustainable Development Strategy of the city of Olexandria for 2016-2030 was developed taking into account new UN Global 2030 Agenda for Sustainable Development adopted by the United Nations in September 2015. It is based on the use of methods of general theory of strategic management, comparative quantitative analysis, expert and rating assessment.

The goal of the Strategy is to create a modern European city attractive for living and doing business based on the efficient use of available resources, the existing competitive advantages of the city, the preservation of the environment and the development of human capital, as well as the introduction of innovations and best practices in sustainable development management.

Additionally it was carried out the preparatory work on the development of the City Infrastructure Plan for the implementation of the Sustainable Development Strategy of the city of Olexandria until 2030 (July-August 2016).

Sustainable Development Strategy of the city of Burshtyn until 2030 (2018)

Sustainable Development Strategy of the city of Burshtyn until 2030 was developed taking into account new UN Global 2030 Agenda for Sustainable Development adopted by the United Nations in September 2015, and the National Report “Sustainable Development Goals: Ukraine”.

The Strategy is based on the use of methods of general theory of strategic management, comparative quantitative analysis, expert and rating assessment.

The goal of the Strategy is to create a modern European city attractive for living and doing business based on the efficient use of available resources, the existing competitive advantages of the city, the preservation of the environment and the development of human capital, as well as the introduction of innovations and best practices in sustainable development management.

PPP Projects

 

Project Energy Bridge: Ukraine-European Union (2018 – 2019)

 

The goal of the Project is to create the conditions for the integration of Ukraine’s united power system into the European grid ENTSO-E by providing electricity exports from the Khmelnitsky NPP unit 2 to the EU countries and, on this basis, creating a mechanism for financial support for the development of generating capacities of nuclear power.

The initiator of the Project is the Consortium consisting of: Polenergia International S.a r.l.; EDF Trading Limited; Westinghouse Electric Sweden AB.

The project is proposed for implementation on PPP terms.

The Academy of PPP, under the agreement with the Consortium, has developed an organizational and legal model for implementing the project in accordance with Ukrainian legislation, and prepared a legal analysis for the Proposal on PPP implementation of the Project for submission to the Ministry of Energy and Coal Industry of Ukraine.

The Consortium’s proposal was supported by the Government and, as a consequence, the Ministry of Energy and Coal Industry of Ukraine announced a competition for the selection of a private partner for PPP implementation of the Project “Energy Bridge Ukraine-European Union”.

Estimated cost of the PPP project: EUR 260 million

 

Project “Introduction of the system for fixation of violations in the field of road safety in the automatic mode in the city of Kyiv and in Ukraine (2017)

 

The goal of the Project implementation is to increase road safety as a component of public safety in Ukraine by introducing a system for fixation of violations in the field of road safety in an automatic mode in Kyiv in order to carry out an operational and preventive response to road traffic violations by road traffic regulations on the site or in the control zone.

The project is proposed for implementation on PPP terms.

The Academy, under the contract with LLC Safe Roads of Ukraine, has provided consulting services on the preparation of the Proposal for the implementation of public-private partnership (Feasibitity Study and Concept Note) on the introduction of the system for fixation of violations in the field of road safety in the automatic mode in the city of Kyiv and in Ukraine.

The proposal received a positive conclusion of the KSCA. Included in the UNECE’s Top 500 People First PPP Projects. It is currently under consideration by the Kyiv City Council.

Estimated cost of the PPP project: $ 23.5 million

Similar proposals on the implementation of PPP under contracts with LLC Safe Roads of Ukraine were prepared for the cities of Odessa and Lviv.

 

 

Project “Reconstruction of the existing and creation of a new cargo terminal at Boryspil International Airport (2018-2019)

The goal of the project is to meet the needs of the Ukrainian and world freight and mail services market through Boryspil Airport by substantially increasing traffic through this airport and ensuring the quality of cargo handling services in accordance with the best international standards in this area.

The project is proposed for implementation on PPP terms.

The Academy, under the contract with LLC SILK VE CARGO YA has provided consulting services on the preparation of the Proposal for the implementation of public-private partnership (Feasibitity Study and Concept Note) on the project “Reconstruction of the existing and creation of a new cargo terminal at Boryspil International Airport”

According to the results of the consideration of the proposal, the Ministry has  approved the decision to implement the PPP.

Estimated cost of the PPP project: $ 21 million

 

Project “Fuel and refueling complex at Boryspil International Airport” (2018 -2019)

The goal of the project is to modernize the centralized system of refueling aircrafts at Boryspil International Airport, which will provide services that meet the standards of efficiency and quality for fueling at modern international airports.

The project is proposed for implementation on PPP terms.

The Academy, under the contract with LLC Baltic Area Service YA has provided consulting services on the preparation of the Proposal for the implementation of public-private partnership (Feasibitity Study and Concept Note) on the Project “Fuel and refueling complex at the International airport” Boryspil ”

Currently, the Proposal is considered in accordance with the procedure prescribed by law and agreed by the Ministry of Economic Development and Trade.

Estimated cost of the PPP project: $ 24.9 million

 

Project “Introduction of multi-level car parking system in Kyiv” (2018)

The goal of the proposed project is to create in Kyiv multi-level car parking system (hereinafter – CPS) to address the problem of lack of parking slots for vehicles on designated specially equipped sites for parking in the central and other parts of the city that will reduce the load on street and road network.

Introduction of CPS will ensure consistent implementation of the Concept of parking space development in Kyiv, which was approved by the goals and objectives defined by the Strategy of development of Kyiv until 2025.

The project is proposed for implementation on PPP terms.

The Academy together with LLC PPP Consulting under the contract with LLC SEKYURITI Management System have provided consulting services on the preparation of the Proposal for the implementation of public-private partnership (Feasibitity Study and Concept Note) on the introduction of multi-level car parking system in Kiev.

At present, the project is under consideration by the Kyiv City State Administration.

The estimated cost of the PPP project: $ 17 million

 

 

Project “Modernization of port infrastructure of Kherson and Skadovsk sea ports and increase of their efficiency” (2017)

The goal of the proposed project is to increase the efficiency of the Kherson and Skadovsk seaports activities by modernizing the existing ones and creating new port infrastructure objects, as well as increasing the volume of their cargo handling in the medium to long term.

The project is proposed for implementation on PPP terms.

The Academy, together with LLC JurEnergoConsulting under the contract with LLC “Group of Companies”Sodruzhestvo” has provided consulting services on the preparation of the Proposal for the implementation of public-private partnership (Feasibitity Study and Concept Note) on modernizing of port infrastructure of Kherson and Skadovsk sea ports and increase of their efficiency.

Estimated cost of the PPP project: $ 34 million

 

DEVELOPMENT OF PPP LEGAL REGULATION

 

EBRD Project “Ukraine: Development of Modern Concessions Legal and Policy Framework” (2016 – 2017)

The Project envisaged an analysis of the current legislative environment in Ukraine in the field of public-private partnership and the preparation of a new draft Law of Ukraine “On Concessions”.

The Project was financed by the EBRD at the request of the Ministry of Economic Development and Tradeof Ukraine. A team of international consultants led by Hogan Lovells International LLP was selected to implement the Project.

PPP Academy was a member of team of experts and provided legal services within the framework of the Project (including preparing substantive comments and recommendations on the main provisions of the draft law).

At the moment, the Draft Law of Ukraine “On Concessions” was adopted by Verkhovna Rada of Ukraine in the first reading.

 

Other projects in field of the development of legal regulation

The founder of the Academy Prof. I. Zatatrina has also participated in the preparation of the Model Law on Public-Private Partnership for CIS countries on behalf of the EBRD, preparation of amendments to the legislation of Ukraine on PPP issues on request of the EBRD, performance of Assessment of Public-Private Partnerships ​​in the Context of Public Investment Management in Ukraine within the framework of the World Bank project, in the preparation of the Model Law on Public-Private Partnership within the working group established by the UNECE and the EBRD.

CONFERENCES

 

International International conference “Modernization of infrastructure in Ukraine: new opportunities for private sector participation”, Kyiv (Hotel Alfavito), 29-30 May 2017

Organizers: Academy of Public-Private Partnership, ACTIO Law firm,  Ukrainian PPP Development Support Center.

The conference was supported by the Ministry of Economic Development and Trade of Ukraine, Ministry of Infrastructure of Ukraine, State Agency for Energy Efficiency and Energy Saving of Ukraine.

The conference was attended by about 80 delegates, including representatives of the United Nations Economic Commission for Europe, leading international experts on public-private partnership, representatives of public authorities and the private sector of Ukraine. Foreign countries were represented by participants from the US, UK, Germany, Spain, Poland, Portugal, UAE and others.

 

 

International Conference “Implementing People First PPPs: best international practice and recommendations for Ukraine and neighboring countries”, Kyiv (Column Hall of KCSA), 5‑6 June 2018

Organizers: UNECE, the Ministry of Economic Development and Trade of Ukraine, the Kyiv City State Administration, Ukrainian PPP Development Support Center, partners: IFC, Swiss Cooperation Office in Ukraine,  with the support of: LLC Safe Roads of Ukraine , Baker & McKenzie and PPP Academy.

The conference was attended by about 150 delegates, including representatives of the United Nations Economic Commission for Europe, leading international experts on public-private partnership, representatives of public authorities and the private sector of Ukraine.

 

 

International ExpoCongress “Business for Smart Cities”, Kyiv, NSC “Olimpiyskyi”, 29-31 January 2019

Organizers: Academy of Public-Private Partnership, City Development Fund, Ardana Consultants (Spain).

 

The first day of the Congress was dedicated to the participation of business in city transformation. The second – to smart cities of the region, experience and challenges. The main topic – “Increasing of the role of business in Smart City Strategies in Ukraine and abroad: new economy”.

 

Additionally to the Congress it was conducted 6 conferences on specific directions (2 parallel conferences per day):

The event was attended by more than 2000 persons.
